Judging by the track layout this location is a bridge of some kind. Notice the extra set or rails, this is done on bridges. The cameraman is under the tracks sticking the camera up between the ties to get the shot.
Looks like it was done in Canada (VIA Rail engines are yellow, and I think I saw 'Canada' on the front. And 'robertg222's reason makes the most sense.
