The first set of signal that the train passes is a yellow over a yellow, the top yellow indicates that he needs to slow down before he gets to the next signal, the bottom signal indicates that he will be taking the siding at the next signal.....but , the next signal is a red over a red , the other thrain is in the "island" of the signals ( a set in each direction) which will put all the signals at red, also , the switch is obviously lined for the siding , indicating to me that the oncoming train has ran his signals and is probably the culprit in this accident.
