Your are both right...

In limbo you are not allowed to touch the ground or the bar. The current world record holder is Marlene Simons, who had the bar 16.5 cm (7.5 in) above the ground and the bar was on fire. She managed to make in through without touching either. She originally broke the record in 1987 and continues to perform the trick as part of "The Limbo Fantasy Girls" to this day.

im not sure how he was able to get that low but he looks like he is all of skin and bones well and the25lb appendage in his pants
