    If you read this then please send this video in to SOMEONE who can properly deal with the incorrect procedure used to fasten the prisoner to the chair. The handcuffs MUST be taken off and placed infront of the body to prevent suffocation. Many many prisoners have died because of the ignorant mofos who call themselves law enforcement officers.
