Dunno about the states...

but here the fuel cover on a car is always locked - so unless you feel like breaking it open, in which case you might almost as well steal the entire car, you ain't getting anything...

For those wanting to try this, make sure the drill is as close to the gas port as possible. It'll pump faster.

One other thing...
