As the officer pulled in Parsley approached his patrol vehicle. When asked what was going on, Parsley told the officer he had asked the manager of the hotel for a refund on two transactions on his card that the hotel had told him they declined. The officer then advised Parsley that this was a civil matter. Parsley then became angry and got in his vehicle. As Parsley was getting in the vehicle the officer told him he would go inside and talk to the manager to see what he could do to help resolve the issue.
