Nine young people between the ages 12 and 18 were arrested for an alleged robbery after the incident was captured on video and shared on Facebook.
The video was recorded by a passerby who was sitting in his car around 5.30pm on Baltimore Street as a man appeared to be robbed by the group on Tuesday.
Baltimore police spokesman T.J. Smith said the incident occurred 'recklessly, in broad daylight, in front of people' at the Charles Center Metro Subway Station, about five blocks from police headquarters, according to the Baltimore Sun.
In the video a man can be seen walking down the sidewalk amongst the group of young people, when he asked for his phone back.
The driver, who was recording the incident, asked the man if he was okay.
'No, they took my f***ing phone. I want it back,' the man told the driver. The victim didn't suffer serious injuries.
Police arrested and charged Derrell Smith, 18, as an adult. He was identified as the ringleader of the group.
Police also charged a 12-year-old boy, a 13-year-old girl and boy, two 14-year-old boys, a 14-year-old girl, and a 16-year-old boy and girl.
The children were all charged as juveniles and taken to the Juvenile Justice Center.
'They're going to be right back out on the street today. Hopefully this is a wake up call to parents to know where your children are,' police spokesman T.J. Smith said.
Authorities believe some in the group also are responsible for a string of assaults last month.
