A video showing the unpredictable struggles between teenage inmates and officers at a juvenile detention centre has emerged.
The first footage shows three armoured officers detaining and pinning a 16-year-old boy down on his bed at Sydney's Reiby Juvenile Justice Centre.
The officers are using their body weight to pin down the inmate who allegedly threw shampoo at the guards before picking up a metal object and threatening to harm himself and others.
The incident blew up after the inmate refused to hand back his phone to guards when requested.
After reviewing the video the NSW Professional Conduct Committee found they used an appropriate level of force when detaining the inmate.
The manager of Reiby's Juvenile Justice Centre commended his staff under the circumstances.
'The staff did well under those circumstances... the young man questioned had destroyed his room,' general manager Michael Vita told 9News.
A second incident saw a different outcome after a video shows a guard forcefully dragging an inmate along the ground by his arms, before frog-marching him to his room.
The inmate reported the incident to the ombudsman and the officer was fined $1000, according to the publication.
An extra $1 million will be invested into training detention centre staff, according to the Minister.
