TV viewers were left stunned when the adrenaline junkie was spotted riding fast moving waves in the background of a report on the storm.
Reporter Mariana Atencio said: "This is not the scene that officials or first responders want to be looking at."
The MSNBC journalist explained the surfer was in breach of a mandatory evacuation order and added others had been attracted to carry out watersports due to the storm surge.
