This is the horrific aftermath moments after a car deliberately smashed into pedestrians in Melbourne leaving a trail of bodies strewn across the street.
Footage shows people running towards the smoking Suzuki SUV as fearful screams fill the air at Flinders Street train station.
Several witnesses can be heard shouting 'Oh my God!' repeatedly as they desperately tend to the bodies lying on the street.
Some are seen looking under the front of the vehicle while one man opens a door to speak to the driver.
The shouting can be heard getting louder as bystanders realise the severity of what has happened.
The video, which was taken at about 4.45pm local time (5.45am GMT) today, was published on social media.
A total of nineteen people have suffered injuries as a result of the crash and one is believed to be a child with a head injury.
Dramatic images from the scene later on show a man, believed to be the driver, being dragged out of the vehicle by police.
The driver, a 32-year-old man, was then arrested at the scene.
During a press conference, Victoria Police confirmed the incident is not being treated as terror related and the driver is not known to counter-terrorism authorities.
He has a history of a minor assault matter and drug use as well as mental health issues, they added.
A second man, 24, was arrested at the scene after police spotted him filming the attack and discovered he was holding knives in his bag.
They now believe he is unconnected to the incident and is assisting police with their enquries.
Witnesses said the vehicle was travelling at about 60mph before it crashed in the busy street near a tram stop.
It was registered to a family member of the driver and "deliberately" knocked down the pedestrians, police said.
The driver was then arrested by an off-duty police officer and the pair became embroiled in a physical struggle leaving the policeman with shoulder and hand injuries.
The driver is recovering in hospital.
Daniel Andrews, premier for Victoria, said: "This is an act of evil and an act of cowardice and one I am sure which will be condemned by all Victorians."
One man told the Herald Sun how the driver appeared to be unconscious.
“They (police) were knocking him ... trying to wake him up," they told the paper.
"He got pulled out from the passenger (side of car).
“He was pulled out of the car with a gun at his chest, like the big one (large gun) ... they dragged him out ... he looked unconscious.”
An employee at nearby Walker's Doughnuts told radio station 3AW she heard screams before she saw "people flying everywhere".
"We could hear this noise, as we looked left, we saw this white car, it just mowed everybody down," she said.
"People are flying everywhere. We heard thump, thump. People are running everywhere."
Images on social media showed a number of people lying on the ground.
Victoria Ambulance confirmed on Twitter than a total of 13 people have been taken to hospital while two others were assessed by medics at the scene earlier today.
Witness, Lachlan Read, told local media: "He has gone straight through the red light at pace and it was bang, bang, bang.
"It was just one after the other."
