The horrific act of animal cruelty was caught on camera and is believed to have taken place in Indonesia.
It shows a man taking a struggling puppy out of a bag and walking down to the water's edge.
As he holds the dog by its neck, people who are not in shot can be laughing and shouting as if egging him on.
