Horrified parents spotted a nanny appearing to kick and stamp on their toddler twins in a sickening home video clip.
The footage shows au pair, named as Elisa Villegas Sanchez, seemingly kicking the children, slapping their heads and tormenting them.
At one point she even appears to stamp on one of the children's backs.
However, local authorities in the central Mexican state of Tlaxcala have said that the evidence is insufficient to start an investigation into the shocking incident.
