The man biked past a police barricade, they warned everybody to stay north of the park, the direction most cops are facing.
This man on the bike went south of the police line and was flipping police off. On his way back, the tackling officer spotted him from behind the van and surprised the man on the bike by running at the bike and applying force thru a chest to chest tackle off the bike.
At that point 3 or 4 police hopped on him to restrain him. It took maybe 2 or 3 minutes before he was walked away with his bike in tow.
He disobeyed their rule of stay north of the street.
