Lubbock police officials on Friday said they found no policy violation after an initial review of a Thursday afternoon arrest that involved a police officer's use of a stun gun on a woman they said interfered in the arrest of two men who threatened people with a gun.
Police officials released a statement in response to videos circulating online stemming from arrests during a civil disturbance the day before in south-central Lubbock.
Cedrick Payton, 20, faces a charge of aggravated assault, 17-year-old Dakeyvondrick Westbrook faces a charge of evading arrest or detention, and 37-year-old Marqunita Westbrook faces charges of resisting arrest, interfering with public duties and four misdemeanor warrants, according to a police news release.
According to a police report, officers responded about 3 p.m. to the area of 66th Street and Avenue T for a call from a woman who said two men threatening her with a gun to collect money she owed them.
She said the two were upset with her for giving their rent money to a scammer, the report states.
A police report states the woman told responding officers that the men, later identified as Payton and Dakeyvondrick Westbrook, followed her to an ATM where she repaid them.
She said Payton brandished a small black handgun, pointed it at her, and waved it around in the air. She said one of the men also brandished a cane and a razor blade.
The woman said Payton and Westbrook tried to run her over with their vehicle, which crashed into a curb damaging the front bumper. She said the men fled when she told them she called the police.
The woman showed a responding officer a Facebook live video in which Payton can be heard saying, "***** I have a gun too."
In the video, Payton and Westbrook appeared to be at the ATM where the woman withdrew money she paid them. The men could be seen showing off the cash and saying the they wanted to come back and fight.
One witness told police she saw Payton reportedly aiming a gun at the woman and then waved the weapon in the air in a threatening manner.
Other witnesses said the men threatened to shoot up the their homes and threatened to return to the area once police left.
The two men were found at Marqunita Westbrook's home in the 2400 block of 32nd Street as they were leaving in a vehicle, the report states.
Police attempted a traffic stop but the vehicle sped away and drove around the block before returning to the home. The two men exited the vehicle.
Officers reportedly recognized Dakeyvondrick Westbrook as he exited the driver's seat and ran into the house, ignoring their commands to stop.
"(Westbrook) looked directly at me in a clearly marked LPD patrol vehicle," the officer wrote in his report.
One of the officers tried to kick open the front door but was stopped by Marqunita Westbrook.
Officers ran to the rear of the house and kicked down the rear door and Westbrook blocked the officers from entering the home.
At that point, officers tried to handcuff Westbrook, who resisted.
According to the report, an officer pushed Westbrook into a wall and she fell backwards, breaking the sheetrock.
Meanwhile, other officers found Dakeyvondrick Westbrook and Payton at the front lawn where they were handcuffed.
The report states Marqunita Westbrook continued to resist being handcuffed. The report states Westbrook stopped resisting after an officer shocked her twice with a stun gun, the report states.
Westbrook was checked over by EMS before she was taken to the jail, the report states.
Dakeyvondrick and Marqunita Westbrook were released Friday on bond.
Payton remains held at the Lubbock County Detention Center. His bail is set at $25,000.
