Dyllan Hopkins is accused of carrying out the crime just three weeks after he posted $2,000 bail for vandalism.
He was also facing an unresolved felony for chucking a rock at a police officer just one year prior, according to the Fresno Bee.
The victim, Tim Smith, is in critical condition and was forced to undergo emergency surgery.
Hopkins was charged with attempted murder and faces 12 years in prison.
