Owners demand action after two pit bulls mauled a service dog on an NYC street.
Penny, a 10-year-old Chihuahua mix and service dog, is currently fighting for her life.
Her owners hope and wait to see if she'll survive.
Devon Allen, one of the owners:
"As we pass these dogs, I think the woman from behind let go of one of the dogs and the man turned around and led his other dog onto Penny, and they started attacking."
