Disturbing Video Shows A Neighbor Confronting A Foster Mother Who Had A Special Needs Daughter Locked In A Cage In The Backyard

ANSON, Texas (KTAB/KRBC) – Video shot by a neighbor shows the moment he confronted an Anson foster mother who had her daughter with special needs locked in a cage in the backyard.
Kandy Thompson was booked into the Jones County Jail for Injury to a Child/Elderly/Disabled in connection to the allegations.
The Anson Police Department says a concerned neighbor called police to conduct a welfare check Saturday after he heard loud screaming coming from Thompson’s backyard.
When officers arrived, they found Thompson abusing her 22-year-old daughter with mental and physical disabilities, according to police.
KTAB and KRBC spoke to this neighbor, who wishes to remain anonymous. He shared a video he shot of the incident while confronting Thompson and also comforting the girl in the cage.
In the video, the girl is heard screaming and crying loudly, saying things like “I’m scared” over and over again, while Thompson is in the backyard with the girl, who is inside a dog-kennel-like chainlink cage covered in a tarp.
Thompson then exits the cage, and when the neighbor asks her if she keeps the girl in the cage, she replies “yes” because she is destroying stuff and urinating on things.
The neighbor then scolds Thompson for a few minutes before police arrive, which prompts her to leave.
Next, the neighbor is heard comforting the girl, who has been continually screaming in the background the entire time the video was recording.
He tells her things like “breathe”, “help is here”, “you’re okay”, and “this won’t ever happen to you again.”
The neighbor tells the girl he has heard her screaming “so many times” and asks her how often she is put in the cage.
The girl says “a lot” and that it makes her feel like “she’s not worth anything.”
