The attack went on for so long that someone was able to film the man yanking the dog off the ground by its lead.
He continues attacking his dog, a miniature collie-cross, as it cries out in pain.
The footage was captured on a public footpath near Felin Y Mor Road, Aberystwyth, on at 1.45pm on November 11.
The RSPCA are now trying to track down the dog walker to bring him to justice.
