Three Cops Sued For Excessive Force Caught on Dashcam

Kansas City, MO - A Kansas City man is suing after police dash cam video shows an officer allegedly punching the man while he was on the ground. Twenty-four-year-old Manuel Palacio pleaded guilty to a felony charge of taking someone's property, for his actions on May 2, 2014. He's serving five years behind bars. His attorney Tom Porto says the men who took Palacio into custody need to be held accountable for what they did when they arrested him. Porto released police dash cam video of his client allegedly getting punched four times by an officer after that officer drove his car into Palacio as he was walking down Independence Avenue. The video also showed the officers appearing to mock Palacio and yell at him, even telling him they'd give his address and his mother's address to the man he allegedly robbed. Palacio is suing former officer Shannon Hansen, Office Jacob Harris, and Sergeant Todd Hall. Harris and Hall are working in administrative roles until the investigation is complete. Hansen is no longer with the department. KCPD released a statement saying it learned of these allegations a couple weeks back and has launched a criminal investigation. "Officers are always expected to perform professionally, even under great provocation," Chief Daryl Forte said. So far, there are no criminal charges for these men in the Jackson County court system, just the civil case from Palacio.
