Residents told local news sites that they approached the men because they had been acting suspiciously.
Justin Clarke and Jayson Nichols, both 21, were arrested after they were spotted by officers in a nearby hotel, according to Seven News Australia.
Another suspect is still on the run, according to New South Wales police.
The violent brawl was caught on CCTV and filmed by bystanders.
It's been reported that the altercation began after the three men walked up a two flights of stairs and entered an apartment yesterday evening.
Clarke and Nichols both appeared separately in court today.
The police prosecutor told the court that the men thought they were entering a brothel, but only had a gift card for an Australian retail stores as a means of payment.
