Multnomah County commission chair Deborah Kafoury and commissioner Loretta Smith get into a shouting match during the Mult Co meeting over chair Kafoury's selection of a "designee" to take her spot should she become incapacitated. Smith brings up legalities and conflicts of interest involving Kafoury's choice, Marissa Madrigal, who previously served as a temporary county chair when former chair Jeff Cogen resigned in disgrace after a sex scandal. Kafoury tries to move the vote ahead anyway, and they continue to talk over each other as they both make their points and try to get clarification. Kafoury gavels the meeting to adjournment, tabling the issue until the next meeting. Commissioner Smith alleges that Kafoury called her a BITCH shortly after the temper tantrums.
