Multnomah County commission chair Deborah Kafoury and commissioner Loretta Smith get into a shouting match during the Mult Co meeting over chair Kafoury's selection of a "designee" to take her spot should she become incapacitated. Smith brings up legalities and conflicts of interest involving Kafoury's choice, Marissa Madrigal, who previously served as a temporary county chair when former chair Jeff Cogen resigned in disgrace after a sex scandal.
