An officer filmed appearing to be using a mobile behind the wheel of a police van is being investigated.
Rizwan Desai recorded the incident on his mobile phone as the car he was in pulled up alongside the van at a set of traffic lights.
The policeman appeared to look at his phone before putting it to his ear where it looked as if he was holding a conversation.
The officer put the phone down as the lights changed to green in Bradford City Centre last Thusday.
Mr Desai told the Telegraph & Argus: "He has a duty as a police officer to inform the public on the danger of driving on the phone, and the law changed recently.
"Knowing that, seeing a police officer on duty on the phone was shocking. They should follow the rules, how can they tell us not to use our phones when they are using them themselves?"
