A man accused of dropping a cigarette butt in Liverpool city centre was followed for over five minutes by a litter enforcer intent on giving him a fine.
The man refused to give the female officer his details and the encounter is filmed by a member of a campaign group who are against the council's litter squad.
The woman is forced to call for back up as she keeps up with the man trying to ignore her, but she eventually has to abandon the chase as he walks into a shopping centre.
According to the Liverpool Echo the video was shot by St Johns Market trader John Foley, who has launched the ‘Litter PLOD Kingdom Liverpool’ Facebook group - which campaigns against some of the actions of the city’s new litter squad.
The city council launched its partnership with Kingdom last year in what it said was a ‘zero tolerance’ approach to those dropping litter in the city.
There is a lot of debate in the city about the council’s partnership with Kingdom and some of the actions of the officers involved.
