Duluth police have released a timeline of events leading up to a use of force incident involving a Duluth police officer and a man wanted on a felony domestic assault warrant.
The name of the man involved in the arrest was not released, as he has yet to be charged.
Below is the timeline exactly as it reads from Duluth police, with the man's name removed.
On June 9, 2020 at approximately 8:10 PM in the area of 6th Ave E and E 4th St, Duluth police officers located a [28-year-old man], who was known to officers as an individual with a Felony Domestic Assault warrant out of Cloquet, MN. Below is the sequence of events, which led to his arrest:
· 8:10:22 PM – officers locate [him]
· Officers recognize [him] and know he has a warrant for Felony Domestic Assault
· Officers identify themselves and order [him] to stop
· [He] flees eastbound through the Speedway parking lot and into the Whole Foods parking lot
· During a foot pursuit [He] is ordered to get on the ground two times
· After the short foot pursuit [He] falls to the ground and is engaged by the pursuing officer, [He] then begins to actively resist the officer’s attempt to arrest him
· Officers struggle to gain control of [him] to effect an arrest
· Officers give multiple orders to place his hands behind his back and [he] is still uncooperative
· An officer utilizes two knee strikes to the large muscle area of the back and one knee strike to the upper rear thigh
· The strikes prove to be ineffective and the officer quickly transitions to warning [him] of the use of a taser, at which point [he] cooperates. The taser was not deployed.
· 8:11:34 PM – [Man] in custody
· 8:11:49 PM – Officers assist [him] to standing position
· 8:12:23 PM – A supervising officer confirms [he] is uninjured
Along with this sequence of events is the body-worn camera and dash-camera videos from Duluth police detailing [his] arrest. This data is normally classified as confidential. Duluth Police Chief Mike Tusken has chosen to release this video in the interest of transparency and authorized under MN State Statute 13.82 Subdivision 15 to dispel widespread rumor and unrest.
