Indian Security Forces are under fire after killing 14 civilians and then trying to cover it up by putting plastic bags over their dead bodies in the back of pickup trucks.
The army is calling it a "case of mistaken identity" but locals reject the claim.
Nagaland has a long history of insurgency and ethnic divisions led by local militant groups.
The latest incident took place along the border with Myanmar, which was previous known as Burma.
"It was truly a case of mistaken identity, so when angry locals set fire to a military camp on Sunday, the soldiers maintained utmost restraint and did not shoot at them," says Jaideep Saikia, a security analyst.
