In this episode of 'The Problem with Jon Stewart' U.S. SEC Cheif Gary Gensler all but admitted that congress is completely corrupt and controlled by lobbyists for the big banks that control the countries assets.
Stewart points out in one part of the 6min clip that it is Gensler's job to stop crimes by companies attempting to manipulate congress to do their bidding, but Gensler seems to brush it off and gets incredibly nervous as Stewart continues to push him harder.
Gensler eventually says 'SEC Shall Take Some Losses From Time to Time' which basically admits they too are useless to stop congress from being bribed. This is exactly why Trump pitched the idea of ending lobbyists in DC and was attacked relentlessly for even suggesting it.
