Portland police seek public help to identify a suspect caught on camera brutally beating a dog and possibly hanging it to be repeatedly kicked.
The suspect brutally hit the dog with a heavy rope.
Police suspect he also hung the dog from a fire extinguisher to be repeatedly kicked.
He is described as a Caucasian male, around 6'0", 175 pounds, in his early 30s, with what appears to be a cross tattoo on his right forearm.
He is often seen near Northeast Grand Avenue and Northeast Holladay Street.
PPB urges those in the area to watch for the suspect and the dog, whose condition is still unknown.
