A Minneapolis man has filed a lawsuit against four Roseville Police officers. In the suit, Victor Yair Hernandez-Rivera, 25, claims the officers used excessive force and had a false arrest. Hernandez was a passenger in a car that was speeding last May. The driver pulled over, jumped out of the car and ran. Squad car dash cam shows Hernandez got out of the car about a minute and a half later and raised both hands, with his cellphone in his right hand. The officer then told him to get on the ground and then allegedly slammed him to the ground, which shattered his cellphone. He then allegedly jumped on Hernandez and used his stun gun, according to the suit. Hernandez understands little English. All charges against Hernandez were dropped. He’s looking for $500,000 from the defendants and to pay for all of his fees.
