Drug were among at least 24 people burned alive when fire broke out and devastated a rehab centre in the early morning.
A criminal investigation has now been opened after the inferno, fuelled by strong winds, raged through the centre at 6am in Baku, the capital of Azerbaijan.
Some 34 people were rescued from the facility, according to local reports.
Three of those saved from the burning building needed hospital treatment.
Fire swept through the Republican Drug Abuse Treatment Centre and quickly spread through the building.
