On Friday, August 28, 2020, North Precinct officers were dispatched to a report of a motorcycle crash on North Marine Drive at North Bybee Lakes Road.
When officers and medical crews arrived, they confirmed two people were deceased.
After an investigation, the Major Crash Team officers believe that the motorcycle rider was traveling westbound on North Lombard Street at an extremely high rate of speed and struck a pedestrian in the roadway near the 6100 block.
The pedestrian was wearing all dark clothing and the area, while lit by streetlamps, has dark spots that make nighttime visibility difficult.
The pedestrian, and adult male, was killed. The impact caused the motorcycle, a 2010 BMW S1000R, to fall and the rider died on the scene as well.
The rider is identified as Dylan M. Foord, 27, of Newberg. His family has been notified of his death.
The pedestrian has been identified and investigators are working to locate next of kin before releasing his name.
