Dramatic video footage circulating online captures the chaotic scenes unfolding on the streets of Ceuta, Spain’s North African enclave. Crowds of young men – the vast majority military-aged, many shirtless and barefoot – pour through the border area after swimming across from Morocco. They run, cheer, raise fists, flash peace signs and film themselves on their phones as they enter Spanish territory unchecked.
Local authorities confirm more than 1,500 migrants have reached Ceuta by sea in just the past week, with arrivals averaging 200 to 300 people a day. The majority are young Moroccan and Algerian men. Reception centres are completely overwhelmed. Facilities for unaccompanied minors are operating at more than 1,600% of capacity. Hundreds are sleeping rough outside the temporary immigrant centre.
Ceuta’s president, Juan Jesús Vivas, has described the situation as an “absolute humanitarian and social emergency.” He has called on Madrid to declare a national emergency and put a single command structure in charge. “We are facing a situation of absolute emergency,” he said, warning that the enclave could soon face a crisis on the scale of the 2021 surge when 10,000 people entered in a matter of days.
Spain’s Interior Minister is due to visit on Friday. The central government says it is coordinating a response and strengthening border controls. Yet the images tell a different story: young men celebrating as they walk freely into Europe while local resources collapse.
Critics point out the obvious. These are not families fleeing war. The footage shows almost exclusively fit young men of fighting age. Women and children are scarcely visible. This is not controlled immigration, it is a mass illegal entry that Spanish border forces appear unable or unwilling to stop.
The Spanish government stands accused of failing to act decisively because it is more concerned with political optics and potential votes than with protecting its borders and its citizens. Ceuta’s population of around 84,000 has already absorbed the equivalent of nearly 2% of its residents in a single week through irregular crossings.
Similar scenes have played out before. In 2021, a sudden wave from Morocco triggered a major diplomatic row. Today the pattern repeats: good weather, weak deterrence, and another surge of predominantly young male migrants swimming around the frontier into a European territory.
British viewers will recognise the pattern all too well. Soft borders, overwhelmed services, and governments that talk tough while the reality on the ground looks very different. The video from Ceuta is a stark warning of what happens when a state loses control of who enters its territory.
Spain’s North African outposts are the front line of Europe’s southern border. If they fall into chaos, the pressure simply moves north. The people of Ceuta are already paying the price. The rest of Europe should be paying attention.
