KIHEI, Hawaii – A dramatic video circulating widely on social media shows longshot Democratic congressional candidate Kirill Basin embroiled in a heated physical and verbal confrontation with beachgoers at a popular Maui resort, just days before Hawaii’s primary election.
The footage depicts the shirtless, bald Basin, wearing patterned swim trunks, involved in an escalating dispute on the grassy area adjacent to the beach at the Mana Kai Maui Beach Resort. According to the post accompanying the video, Basin had been harassing, intimidating, and causing disturbances among other beachgoers before the situation boiled over into a full confrontation.
In the roughly three-minute clip, Basin appears to aggressively handle a beach chair or umbrella structure amid the argument. A woman in a black swimsuit is seen gesturing and confronting him. Later frames show Basin on the ground near scattered belongings after what looks like a physical scuffle involving another man, before he walks away toward the resort’s pool area and engages in yet another tense exchange on the sand. The video ends with a screenshot of Basin’s Instagram campaign account, “kirill4congress.” Strong language is audible throughout.
Basin, 40, of Kihei, is running in the Democratic primary for Hawaii’s 2nd Congressional District against incumbent Rep. Jill Tokuda and others. The primary is scheduled for August 8. His campaign website bills him as focused on “Fighting. With Aloha,” accountability, housing, and public safety, while noting his background as a New York University-trained lawyer who moved to Maui during the COVID era and now runs a local business.

This latest incident comes on the heels of a far more serious episode in May. Maui police arrested Basin after he allegedly entered a county building in Wailuku brandishing a firearm and engaged in a verbal altercation with county employees, prompting a partial lockdown and an all-points bulletin.
He was charged with first-degree terroristic threatening. Police also noted he had been escorted from a South Maui town hall meeting days earlier following a dispute with a council member and staff. The X post states he was subsequently ordered into behavioral health treatment.
Local reports confirm the beach video first appeared on the Facebook page “Big Island Thieves” late on August 2 and has since spread. Authorities have not yet publicly commented on whether any new charges or investigation stem from the resort confrontation, and the precise spark for the argument remains unclear from available accounts.
Basin’s campaign has drawn little financial support compared to the incumbent, and he has faced prior issues including a disorderly conduct arrest earlier in May and a self-filed lawsuit against Maui County alleging mistreatment by police. Critics are already questioning whether a candidate with this pattern of confrontational behavior belongs on the ballot for federal office.
