Not sure which state this is, but most states have strict laws that tow truck drivers have to operate within.
One of those laws states a tow truck driver can not pull a vehicle with any passengers still inside. That seems to be the first law broken here as the driver behind the wheel breaks loose from the tow, slamming the front suspension down to the street.
The second law broken by the driver is when he decided to pursue the driver at high speeds once he broke free.
