GOP firebrand accused of office romps, hotel hookups and hush-money payoff in explosive ethics bomb/
Rep. Lauren Boebert is staring down the ugliest scandal of her already messy career after a sworn complaint dropped on the House Ethics Committee claiming the Colorado Republican slept with three of her own staffers — two women and one man, and then funneled roughly $200,000 to one of them to keep her mouth shut.
The filing, submitted Sept. 17 by David B. Wheeler of American Muckrakers, paints a picture of years-long affairs conducted on taxpayer time, in the district office, in a government-reimbursed car, and in campaign-paid hotel rooms. It names former District Director Clarice Navarro Ratzlaff, current District Chief of Staff Raven Finegan, and former Chief of Staff Jeffrey Small.
The most detailed allegations center on Navarro Ratzlaff, a former Colorado state lawmaker who ran Boebert’s district operation from 2021 until early 2025. The complaint claims the pair carried on a sexual relationship throughout that period, with encounters during office hours, after hours, and on weekends. It alleges they used the official office, a vehicle for which Navarro collected mileage reimbursements, and hotel rooms paid for by Boebert’s campaign.
When Navarro left and allegedly told Boebert she planned to file her own ethics complaint, a payment of about $200,000 landed in March 2025, according to the filing. Wheeler says he does not know where the money came from; parts of the complaint describing how he verified the transfer are redacted. The same document also flags roughly $30,650 in year-end bonuses Navarro received from House funds every year she worked there, plus a $5,000 campaign payment labeled “fundraising consulting.”
The complaint further alleges Boebert had sexual relationships with Finegan and Small while they worked under her direct supervision — a flat violation of the House rule adopted after the #MeToo scandals that bans members from sleeping with their own staff. Consent is not a defense under that rule.
Boebert’s office called the entire thing “utterly false” and a “politically motivated stunt designed to manipulate the ethics process, create headlines, smear her, and generate clickbait.”
The congresswoman herself told Sources Say News: “Well, I’m not a lesbian or bisexual, and I have never, ever been in any inappropriate relationship, nor have I ever been sexually involved with any staff.” She dismissed extra claims involving former Rep. Matt Gaetz and his wife as “creative.”
Navarro Ratzlaff separately labeled the allegations “entirely false and defamatory.” Gaetz, for his part, posted that anyone with video of an alleged threesome should release it immediately — no such video has surfaced.
Wheeler’s group has targeted Boebert for years. The Ethics Committee has not announced whether it will investigate. Boebert, who finalized her divorce in 2023 and has four children, now faces another round of headlines just as she tries to keep her political brand intact. The complaint is sworn under penalty of perjury. The denials are equally blunt. The next move belongs to the Ethics Committee.
