A viral video out of Minneapolis is giving critics and supporters of Immigration and Customs Enforcement something new to argue about after footage appeared to show federal agents playing a quiet game of cat and mouse with local activists.
The clip shows a black Ford Expedition identified by activists as an ICE decoy vehicle circling a Minneapolis roundabout four times in a row. The move appears deliberate. Two activists driving red Subarus were reportedly tailing what they believed to be an ICE convoy, only to be kept busy following the looping SUV while real enforcement activity continued elsewhere.
The incident comes amid a surge in ICE operations across Minneapolis in January 2026. In response, loosely organized “ICE watch” networks have popped up across the city, with volunteers tracking federal vehicles, alerting neighborhoods, and attempting to disrupt arrests in real time.
Rather than confronting protesters directly, the decoy maneuver shows ICE adjusting its tactics to an urban environment where activists are glued to radios, phones, and license plates. While the activists stayed focused on the circling Expedition, enforcement teams were able to move through other parts of the city without interference.
What once might have been routine enforcement has turned into a rolling chess match between federal agents and self-appointed street monitors. And for all the chanting and social media organizing, the video suggests ICE may still be a few moves ahead.
